Twelfth Annual Give a Child a Book Campaign Now Underway

Individuals, families, businesses and organizations are invited to donate new books to the 12th Annual Give a Child a Book Campaign. This book drive is being conducted by the Friends of Appleton Public Library. The books are given as holiday gifts to children from low-income, at-risk homes and other area groups in the Fox Valley by the Salvation Army, just before Christmas.

Vacation Payout Into PEHP Request Form

Per policy, up to two weeks of vacation remaining at year’s end is automatically carried over to the next year, and additional vacation is converted to the post-employment health plan (PEHP). If employees wish to convert any of the first two weeks of vacation to PEHP, they must fill out this form and submit it to the Library Director for approval. Approved requests from the department director must be forwarded to Human Resources by no later than December 15.

Although some of the PEHP conversion is automatic, it still requires proper entry on your year-end timesheet. The form provides instructions – but Library staff should note that where the form says “enter in payroll”, we mean “write on your timesheet.”

The Community Blood Center Blood Drive

Get in the holiday spirit by helping out someone else through the simple (and relatively painless) donation of blood!!!

The Appleton Police Department will be holding a blood drive for The Community Blood Center Inc. on Tuesday, December 21, 2010. The drive will start at 8 a.m. and concludes at 2 p.m. The mobile blood unit will be set up at the Appleton Police Department.

If you are interested in donating on Tuesday, December 21, 2010, contact Sgt. Dave Lund by e-mail or leave a voicemail (832-5929 ext. 9180) to schedule an appointment. Anyone that donated before on or before 10/26/10 is eligible to attempt donation at this drive.

The Library Board President introduces the next Library Director

[remarks delivered by Liz Witek at the general staff meeting, Nov. 19, 2010]

Good Morning!

I realize that what I am about to “announce” is not exactly brand-new information and will not come as a surprise to you. However, both Terry Bergen -- who has been on the Board for many years and is our current Personnel Committee Chairperson -- and I felt strongly that even though we had hired an internal candidate, it was important to follow many of the same formalities in making this presentation as we would if we had brought in a new director from another city.

Following Terry Dawson’'s public announcement of his retirement late this summer, I met with Terry Bergen and we appointed a Search Committee to find a new Director. That committee consisted of:
  • the Board'’s Personnel Committee
    • Terry Bergen
    • John Peterson
    • Jean Detjen, as well as
  • Jan Quinlan, the Executive Director of the Friends
  • Peter Gilbert, who is on the FOAL Board and is the Director of the Lawrence University Library
  • Rick Krumwiede, the Director of OWLS
  • Don Hietpas, who serves on the Friends Board and on the Library Board
  • I came along for the ride -- but was not a voting member -- and we also had the benefit of the expertise of
  • Jay Ratchman from the City of Appleton HR office
We posted this position nationally, and received applications from every corner of the country and many states in between. Even though we have a very capable staff here, we truly did not know whether anyone from the APL would apply for the director’s post.

The Search Committee spent a great deal of time deciding what qualities and qualifications we were looking for in our next director. You might recall in mid-August receiving a request for input from Terry Bergen and me regarding your ideas for the new director. I would very briefly sum up that input like this:
"Please hire a director who understands the importance of each section of the library and will not be biased toward or against any section. – Oh, and hire someone who has Vision.”"
Committee members reviewed stacks of application packets and narrowed down many impressive candidates to only three finalists we felt had the potential vision and breadth of experience we were looking for.

In late October, the Search Committee interviewed the finalists. The Mayor and Sandy Neisen from HR had a chance to meet each candidate and APL section heads conducted tours with the two out-of-town finalists. Each of these groups provided feedback, and our new director was selected.

The twelfth director of the Appleton Public Library, assuming those duties after Terry'’s retirement in January, will be Colleen Rortvedt!

As you may know from working with Colleen, or have read in the recent Post-Crescent article, she graduated form Lawrence University and earned her Master’s in Library Science from UW-Milwaukee, while working here at the APL. Colleen has that wide range of library experience we all felt important, having worked in Young Adult and Audio-Visual, coordinating the development of the Hmong Collection, and planning the first community read here, all prior to becoming the Assistant Director nearly two years ago.

The search committee felt that Colleen had an appreciation for the many different types of people within the Appleton community and their needs, as well as an understanding of our role as the system’s resource library and a vision for advancing the APL into the future, considering the physical, technical, financial, and political challenges it will face.

We know that after Terry'’s retirement, this library will be in very good hands, but things will not be exactly the same, and it would be really weird for us to expect them to be, and so I would ask everyone to be open to the vision and new and different leadership that Colleen brings when takes the helm in the beginning of the year!

2011 Medical/Dental Insurance & Flex Spending Enrollment

All City employees MUST complete their medical, dental, and flex spending election for 2011 online. Appleton Public Library employees please click here to begin your selection process. You will have the ability to make changes to your election as many times as necessary between now and December 2nd at 4:30 PM. If you have any questions about the medical/dental insurance or the flex spending program, please contact Melody Rank at 832-6455.

This system will only work if you are signed into the computer as yourself. Please verify that your own username appears in the upper right hand of the computer screen. This ensures that the election is being made on your login account. If you are on someone else's computer, you must log them off and sign in under your own account in order for the election process to work for you.

2011 Prescription Drug Changes With UHC

Changes to drugs on the tier schedule have been set for January 1, 2011. Please click here to view the UHC summary of all drugs moving up a tier, down a tier, or placed as a new exclusions, etc. Please review this list for any prescriptions you may take. Changes to tier structure can make an impact on your flex spending election for the new year.

2011 Select Designated Pharmacy Program

This new program through UHC targets a select number of high-cost drugs while still providing affordable choices. This program offers members three cost-savings options. First switch to mail order pharmacy and keep current medication. Second, switch to a lower-tier medication and keep getting at your local pharmacy. Third, switch to lower-tier medication and go through mail order pharmacy and save even more money. The following targeted medication and products are affected by this program.

Anticonvulsant/Nerve Pain – Lyrica
Asthma/COPD – Symbicort
Benign Prostatic Hyperplasia (BPH) – Avodart, Uroxatral
Depression – Lexapro
Diabetes: Glucose Testing Strips – Ascensia, Breeze, Contour, Freestyle Glucometer, Precision
Diabetes: Insulins – Novolog, Novolog Mix, Novolin N, Novolin R, Novolin mix
High Blood Pressure – Atacand, Atacand HCT, Avapro, Avalide
Inflammatory Bowel Disease – Asocol, Asacol HD
Migraine Headaches – Axert, Frova, Maxalt, Maxalt MLT, Zomig, Zomig ZMT
Overactive Bladder – Toviaz, Detrol

Click here to see a listing of lower tier alternatives to these prescriptions. If you don’t switch to one of the three options, you will then be required to pay the full cost of the drug at the pharmacy and submit a request for reimbursement to UHC. Manual reimbursements for prescriptions will be reimbursed less the tier 3 copay, less the typical discounts given directly at the pharmacy which will mean less reimbursement to you the employee.

Appleton Public Library announces new Library Director

APPLETON, WI – The Appleton Public Library announced today that Colleen Rortvedt has accepted the position of Director at the Library, effective Jan. 8, 2011.

Terry Bergen, Search Committee chairperson noted that the applicants from the extensive search brought in responses from a large pool of candidates.

“We were gratified at the high caliber of applicants for this important position,” said Bergen. “The search committee had a difficult decision, but following an intensive interview process our choice became clear. We were particularly impressed with Ms. Rortvedt’s leadership and vision,” added Bergen.

Liz Truesdale-Witek, President of the Library’s Board of Trustees as well as a member of the Search Committee stated, “This was a national search - we received applications from California to Vermont and many states in between. Colleen Rortvedt not only has the breadth and depth of experience that is required of a director the size and caliber of the Appleton Public Library, but she also appreciates APL’s special role as the resource library for the Outagamie Waupaca Library System. She demonstrated an unparalleled familiarity with and concern for the needs of the diverse community the Library serves, as well as an in-depth understanding of the other challenges unique to the Appleton Public Library, and set out strategies for addressing them.”

The search committee included the Library Board Personnel Chair Terry Bergen, Board President Liz Truesdale-Witek, Board Vice President Don Hietpas, Attorney John Peterson, APL Board Trustee Jean Detjen, Outagamie Waupaca Library System Director Rick Krumwiede, Friends of Appleton Public Library President Peter Gilbert, Friends Executive Director Janice Quinlan, and Jay Ratchman City of Appleton Human Resources department.

“Libraries are about more than books and materials – we provide opportunities, bring people together and help solve community problems,” stated Rortvedt. “I’m looking forward to continuing APL’s mission in serving this wonderful community and I am honored to be chosen as the next Library Director.”

Rortvedt, a graduate of Lawrence University, received her Master’s degree in Library Science from the University of Wisconsin-Milwaukee. Ms. Rortvedt has worked at other libraries prior to joining the Appleton Public Library staff in 1996. She has served in several capacities at the Appleton Public Library, including APL’s first Young Adult Librarian, Audiovisual Librarian, and most recently as the Assistant Library Director. Her accomplishments include planning the first area community read “Appleton Speaks”, as well as coordinating the development of the library’s Hmong Resource Center.

“I’m pleased that the Search Committee and Board have chosen Colleen, who has already demonstrated her vision and strong community connections,” said Library Director Terry Dawson. “She has been an effective leader and manager with a track record of developing collaborations to improve library service and strengthen our community.”

Rortvedt will succeed Dawson, who is retiring after 32 years serving the Appleton Public Library, on January 7, 2011.

Microsoft Office 2007 Home Use Program Available

As part of a new offering from Microsoft, Technology Services has arranged for you to participate in the Home Use Program (HUP). This enables you to order a licensed copy of Microsoft Office 2007 Enterprise to install and use on your home computer as long as you have a valid City of Appleton email address, which Microsoft uses to verify your City employment. You only pay the shipping/handling costs of around $20.00. Normally this product retails for well over $400.00. The main programs in this suite include Microsoft Word, Excel, PowerPoint, Publisher, Outlook and Access.

You may order a single copy of Microsoft Office 2007 to install and use on a home computer. and you can continue using this HUP software while you are employed by the City of Appleton. While this is offered through the City's contract with Microsoft, please be aware that the TS Help Desk cannot provide any support for installation or use of this on your home computers. You can contact Microsoft directly for that support if needed.

To access the Microsoft Home Use Program web site, please follow the steps below:

1. Go to https://hup.microsoft.com/
2. Select the country to which you wish your order to be shipped to and choose the language for viewing the order web site.

3. Enter your corporate email address (must end in appleton.org or apl.org) and insert the following program code FC89D918AD . Note: this program code is assigned to our organization for our sole use in accessing this site. You may not share this number with anyone outside our organization.

Appleton Fire Department Fire Prevention Week Open House and Blood Drive

When: Monday, October 4th
Time: Blood drive will be held 2:30 to 5:30 p.m.
Open house until 7:30 p.m.
Where: Fire Station 1: 700 N. Drew Street; Park on Atlantic street and look for the signs.

The event is part of a larger effort to spread the word of awareness of fire safety and prevention during the national Fire Prevention Week. The Community Blood Center is doing the blood collection.

Fire Safety handouts and refreshments will be provided.

Meeting Room requests from the public

Patrons can now request meeting room space online at anytime! There is no need to transfer them to Admin unless they have questions that cannot be answered by the information provided on the meeting room request page.

Of course, if a patron doesn't want to use the electronic submission form they can always print out the pdf form or stop in and get a copy of the new form to print out and drop it off or fax it to us. We will distribute a limited number of paper copies of the new form to the service desks.

So far most patrons have found the information they need on the new resource page and we have had several requests come through the online form; however if they have trouble with the online request form or have a more complicated questions please transfer the patron or send them down to Admin - it's just no longer a requirement that they talk to Admin first and the real goal is to get them comfortable using the online form.

We know we will be helping a lot of patrons walk through the form as they learn the new process, but in the end it will be a better service for them as they can make the request anytime.

If you notice anything missing or a patron passes on any comments or suggestions please let me know! Thanks!

The Parks and Recreation Dept. is offering free Zumba classes to kick off the fall season. Classes are held at Studio 2, second floor of the City Center. Wear comfortable clothing, tennis shoes, bring a water bottle, and be prepared to have a fun workout to Latin style music.

MASH Blood Drive

It is almost that time again. Our 22nd annual M*A*S*H blood drive will be held at Houdini Plaza on Tuesday, July 13th from 7:00am – 6:00 pm. With your help, we are sure we can make this a record breaking year. We had 477 donors come out last year and 416 units for our hospitals. We are really working for 500 this year.

We will have the tents set up and the blood mobiles on the avenue as usual. We will feed the donors bagels, muffins and starbucks coffee in the morning and brats and Frito Lay chips in the afternoon and into the evening. And of course, Dilly Bars all day J

We will be getting you more information (and packets of promotional supplies for the coordinators) soon. Please let me know if there is anything in particular you would like this year.

United Health Care Rep To Be On Site

UNITED HEALTH CARE RX TIER CHANGES EFFECTIVE 7-1-10

The Pharmaceutical team at UHC has made their mid year changes to the prescription tiers.

Drugs going down a tier level are: divalproex sodum ER, Somatuline Depot, Nutropin AQ NuSpin, acarbose, clindamycin, ketorolac tromethamine, nateglinide and Opana ER.

Drugs going UP a tier level are: Aciphex, Dipentum, Protonix, Tazorac cream and gel, Vytorin and Zegerid.

For more detailed information, please read the attached document. If your drug is going up a tier, you will need to discuss alternatives with your physician in order to find a drug at a lower tier copay cost to you and get a new prescription.

Working with the Transgendered Community

Ashley attended the presentation on Working with the Transgendered Community a while ago and was kind enough to type up her notes. There is some useful information here so please read when you can.

Working with the Transgender Community:

The term transgender was coined to describe people who change gender on a full time basis. Transgender is considered an umbrella term for a multitude of individuals. This term has also been known as and to include transsexual, MTF, FTM, cross-dresser & transvestite.

Presenters Helen & Rachel are now residents of Appleton. Helen is a gender studies professor at Lawrence University. Helen and her partner Rachel discussed a movement to change LGBT to LGbt because the bisexual and transgender populations are still not as widely recognized as lesbians and gay men today. The term “sex change” is now considered out of date and most individuals prefer the use of term “transition” to describe their experience. A person that experiences a transition may or may not change their sexual orientation when they transition.

Helen spoke about how all people have an identity, expression and presentation. Our identity could be male or female and our expression & presentation could be masculine or feminine. Helen pointed out that many transgendered people do not have the same answers down the line. A person’s identity could be female but their expression & presentation could be male. Transgender people feel that they were born in the wrong body. Psychologically this has been considered Gender Identity Disorder (GID). Many LGbt individuals are objecting to GID being in the DSM because they feel that it is not a psychological disorder.

To fully transition a transgendered person has to transition legally, medically and socially. Legally, documents have to be changed. Laws on this vary state by state. Some people can change their birth certificate from one sex to the other, some can change it but the fact that it was amended stays on the document, and some states just remove the sex from the document so that it isn’t included at all. It is often difficult for transgendered people to change all their documents because many documents are necessary to show to get other documents. To get a passport with the correct sex a transgendered person may have to have a letter from their surgeon saying that they have completed genital surgery. Medical transitions are often difficult because they cost between 30-50 thousand dollars and are not covered by insurance. This means that many transgendered people cannot afford the surgeries necessary to fully transition (if that is what they choose to do). Socially, transition is also difficult as the transgendered person often changes their name.

At the Library:


There was a lot of talk from local police officers about bathroom and fitting room issues. Complaints may be taken about a transgender person using a specific restroom. A person legally must use the restroom indicated by the sex on their driver’s license. This can be difficult for transgendered people that are having a hard time legally changing their documents, or those that are in the process of changing their documents. It can be unsafe and uncomfortable for the transgendered person, as well as for others using the restroom. One way to handle a situation where a person is complaining about a person of a different sex/gender using the restroom is to have the complainant use the restroom alone. Here at the library we have single stall family restrooms that could help with this situation. It is important to remember that there could be times when this situation happens where the person in question is not a transgendered person. In example, there could be a woman that looks like a man. She isn’t transgendered and she doesn’t intend to look like a man and she is using the correct bathroom. In a situation like this where it is difficult to tell whether the person in question is a man or a women you could ask “I prefer the ‘she’ pronoun, which do you prefer?” When asking this question it is very important to speak privately with the person in question. A transgendered person may or may not want people to know they are transitioning. It can also be potentially physically and mentally dangerous for them to be “outed” in public. A person that doesn’t intend to look like the opposite sex can save face if the conversation is done away from the public.

Another situation that may arise is when checking PC Reservation. Library staff often uses a patron name and sex to determine if the correct patron is using the correct library card on the computers. For a person that is transitioning that may not have had their library card changed it could be potentially dangerous to be “outed” or accused of using another person’s library card. In this situation if there is doubt about a person’s sex or suspicion that the person may be transgendered it is important to talk to them privately so that others may not hear. A better way to start this process would be asking their name and if it doesn’t match what is on PC Reservation ask, “Are there any other names that are associated with your library card?”

New Dental Cards Being Mailed to Everyone

Everyone with dental insurance through the City will be receiving in the mail at your home address new ID cards for your Delta Dental insurance coverage. The reason for these new cards is to change your unique ID number from your social security number to a unique "Employee Identification Number". Please replace these new cards with your existing dental cards. The next time you go to your dentist, please give them your new dental card so they begin to use the unique ID number instead of your social security number. Save Lives - Give Blood - APD Blood Drive

The Appleton Police Department will be holding a blood drive for The Community Blood Center Inc. on Tuesday, May 11, 2010. The drive will start at 8 a.m. and concludes at 2 p.m. The mobile blood unit will be set up at the Appleton Police Department(location to be determined, due to construction).

If you are interested in donating on Tuesday, May 11, 2010, contact Sgt. Dave Lund by e-mail or leave a voicemail (832-5929 ext. 9180) to schedule an appointment. Anyone that donated before on or before 03/16/10 is eligible to attempt donation at this drive.

New! 2010 Summer/Fall City Guide

In a cost saving measure the APPLESouce and the Parks and Recreation Activity Guide have combined into one magazine called the City Guide. The City Guide is being delivered to all Appleton residents the week of April 5, and is also available for pick up at the first floor of City Hall, the Appleton Library, Department of Public Works and the Parks and Recreation Department. Various departments including Public Works, Health, Library, Fire, Valley Transit and Parks and Recreation contributed information to this new publication. The City Guide is also available online on the city’s homepage. Check it out!

Butterfly Festival

This year's Butterfly Festival will be held in City Park, Saturday June 19th at 9:00 a.m. Families, children and individuals can attend the event to learn about butterflies and participate in other games and activities. Near the end of the event , all who purchased a butterfly will receive their butterfly in a pre-packaged individual release box. Then as group, everyone releases their butterfly. Butterflies are purchased through pre-order to the event for $10.00 each. Proceeds benefit the Parent Connection program which helps reduce child abuse and neglect through family education and positive parenting techniques. APL Kitchenette Remodeling

The kitchenette near meeting room C is being remodeled into a conference room (along with part of the Tech Services processing room). The things that had been stored in the kitchenette had to be removed to facilitate the construction. Everything that had been in the kitchenette cupboards and on carts stored there now reside on shelves next to the refrigerator in the Bowling Alley (basement storage area). Also, due to Appleton Fire Department regulations, the lock on the door leading to the Bowling Alley needed to be changed to allow egress without a key from within the Bowling Alley. To that end, the key that formerly opened that door will no longer work. If you need a key to enter that area please let me know. In the meantime, you can always get in by calling Maintenance, Tony or by walking through Admin.

Google's Request for Information

The City of Appleton is considering submitting a response to Google’s Request for Information (RFI) on the Google Fiber for Communities experiment. The experiment is described as providing an ultra-high speed broadband fiber to the home network (up to 1 gigabit per second) in one or more trial locations in the nation. Google has stated it would provide service at a competitive price to at least 50,000 and potentially up to 500,000 people. A complete copy of the RFI is available on Google’s website. Proposals are due no later than March 26, 2010.
The public is invited to provide their feedback on a City of Appleton response during the March 8th public hearing at 5:00 PM in Committee Room 6 A/B, City Hall. Please see the attached document for meeting location details.


If you are unable to attend the public hearing, your feedback is also welcome by completing the brief input survey on the City’s website at www.appleton.org or sending written comments to the Community Development Department, 100 N. Appleton Street, Appleton, WI 54911 by Friday, March 19, 2010.

Name the new City Magazine

In an effort to save on costs, the City is now combining its City newsletter (AppleSource) with the Parks & Recreation Activity Guide. The new magazine will be delivered to every Appleton resident and businesses two times each year in summer/fall and winter/spring editions. Our hope is that residents will keep the magazine for several months to use as a reference guide to City news and programs.


We’d like your input on what to name the new magazine! If you have ideas for a publication name, please submit them to Nancy Kohlman (Mayor’s office), Mel Lewis (H.R.) or Yvonne Monfils (Parks & Recreation) by Friday, March 12.

Working with the Transgender Community

The City of Appleton will offer two training sessions for employees on "Working with the Transgender Community." This is optional training for benefited staff, available at:
  • March 16, 1:30-3:00 PM in the City Center Board Room
  • March 18, 10:00-11:30 AM in our Lower Level Meeting Room
Helen Boyd, national transgender authority as well as author of the books My Husband Betty and She’s Not the Man I Married, along with her partner Betty, will help us better understand and work with members of the transgender community.

Because the City of Appleton has a policy which prohibits discrimination against someone who is transgender, it is consistent with City of Appleton’s philosophy that we treat all those we work with, whether they are other employees or members of the public, fairly and with respect.

After this training you will know more about:
  • Why it’s important to learn about this as a City employee.
  • Definitions: what being transgender means along with learning about those who don’t
  • fit into stereotypical gender roles.
  • What it means when someone transitions.
  • Understanding what your response as a co-worker or representative of the City means.
  • Refreshing yourself with the Non-Discrimination Policy.

Neighborhood Revitalization Program Has Volunteer Opportunity Available

On May 1, 2010 the Neighborhood Revitalization Program is partnering with McMahon to improve an Appleton residence as part of Rebuilding Together Fox Valley's Project Day 2010. This partnership successfully completed a project in 2009 with a combination of McMahon volunteers, a small group of City staff volunteers and a few neighbors. Once again I would like to open up this rewarding volunteer opportunity to City staff. 2009 volunteers were genuinely moved by their accomplishments that day, especially seeing the joy emanating from the homeowner. If you would like to initiate the volunteer process simply e-mail Jim Vanden Boom, Neighborhood Revitalization Coordinator at jim.vandenboom@appleton.org You will be contacted with the next steps in early March 2010. City of Appleton Employee Health Screening

Once again, the Health Smart Team is sponsoring the annual City of Appleton Employee Health Screening. If you are a City employee and are eligible for the City health insurance program, you and your spouse can participate in this FREE screening and counseling session.* The enrollment deadline date is March 5, 2010 by 4:30 p.m.

As in past years, this confidential screening will consist of:

A complete cholesterol panel (total cholesterol, HDL, LDL, triglycerides)
A test for diabetes (blood sugar)
A test for liver and kidney disease
A health questionnaire and body composition assessment
Biometric assessments (height, weight, blood pressure)
Free results counseling & summary report

*Fire personnel who receive an NFPA physical are ineligible this free screening& incentive; however, they remain eligible for the free coaching session & incentive. Spouses remain eligible for the free screening.
